In 1989 he moved to Berlin. Since the early eighties, Zafer has published poetry and prose, in Turkish and German, as well as philosophical essays in national newspapers and on the radio, on the topics of migration, cultural hybridity, and German-Turkish memory culture. He has spent extended periods abroad as writer in residence, primarily in the United States. In 2016, he undertook a visiting professorship in intercultural poetics at the University of Hamburg. Translations of his works have appeared in English, French, Spanish, Italian, and Czech.
